Adobe Photoshop Lightroom version 2 and Photoshop Lightroom version 3 are completely separate programs.  You can install Lightroom 3 even if no version of Lightroom 2 is currently installed on your computer.  You will need your old Lightroom 2 serial number to complete the activation process but no version of the old software needs to be on your computer for the Lightroom 3 installation.
Hopefully installing Lightroom 3 and then upgrading your old Catalog solves the problem that I think you were having with the Lightroom 2 application.
